1. | Insufficient information has been provided to justify an unrestricted use of the premises on the amenity of occupants of the upper floors and in the absence of surety otherwise and mindful that conditions have not been satisfactorily discharged relating to transmission of internal noise on application P0520.17 the proposals would be contrary to the objectives of Havering Local Plan 2016-2031 Policies 7, 13 and 34 and the Framework specifically Para 130(f) which requires a high standard of amenity for existing and future occupants of development. |
