1.The use as a commercial swimming pool would, by reason of the numbers of pupils and hours of operation and siting within a wholly residential area, give rise to levels of general and vehicular activity that would be detrimental to the living conditions of neighbouring residential occupiers in respect of noise and disturbance, contrary to Policy 7 of the Havering Local Plan.
2.The use as a commercial swimming pool would, by reason of the numbers of pupils on site at any one time, be likely to give rise to levels of parking demand that cannot be fully accommodated within the site, leading to an increased demand for on-street parking in the vicinty of the site and consequent adverse impact on the living conditions of neighbouring residential occupiers in respect of increased car movement, parking pressure and the safe and free flow of traffic contrary to Policy 24 of the Havering Local Plan.
