| 2. | The use as a commercial swimming pool would, by reason of the numbers of pupils on site at any one time, be likely to give rise to levels of parking demand that cannot be fully accommodated within the site, leading to an increased demand for on-street parking in the vicinty of the site and consequent adverse impact on the living conditions of neighbouring residential occupiers in respect of increased car movement, parking pressure and the safe and free flow of traffic contrary to Policy 24 of the Havering Local Plan. |
