| 1. | The proposed side and rear extension would, by reason of its excessive depth, height and position close to the boundaries of the site, be an intrusive and unneighbourly development as well as having an adverse effect on the amenities of adjacent occupiers contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies DPD. |
| 2. | Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the applicant's agent, via email 3 October 2018 . |
| 3. | Notwithstanding Reason for Refusal 1,the proposed built form of the current application and the built from of the prior approval considered as a single operation do not comply with the requirements of Part 1 Schedule 2 Class A of the Town and Country Planning (General Permitted Development Order) (England) 2015 and would require planning permission.
As Prior Approval Y0216.18 did not receive any objections from neighbouring properties, Council officers were not given the opportunity to assess the amenity impacts of the submitted application.
Assessed individually, in terms of its amenity impact the built form of Prior Approval Y0216.18 would not be granted development consent as it would not be in accordance with Havering's Residential Extensions and Alterations SPD and would be considered a visually intrusive, un-neighbourly development. The proposed rear and side extension submitted through P1218.18 is considered to further contribute to this impact. |
