1.	The proposed outbiulding would, by reason of its height, bulk, overall depth and position close to the shared boundaries of the site, form a dominant and intrusive feature detrimental to the character and appearance of the host property and visual amenity of the locality. As well as having an overbearing impact to the detriment of the amenity of the occupiers of Southend Arterial Road, in particular No.119 and No.121, contrary to Policy 26 of the Havering Local Plan 2021, the Residential Extensions and Alterations Supplementary Planning Document and the guidance contained within the NPPF.
