1.The development to which this permission relates must be commenced not later than one year from the date of this permission. This permission shall be for a limited period until 31 October 2029. After this period, the use shall be discontinued and the site reinstated to its former lawful use. Reason: To comply with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).
2.The development hereby approved shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers: 25002-CAL-000-100-DR-A-103100 S0, 25002-CAL-100-100-DR-A-102100 S0, and 25002-CAL-100-101-DR-A-102101 S0. The approved development shall thereafter be retained as such for as long as the development remains in existence. Reason: For the avoidance of doubt and to ensure that the development is carried out as approved.
3.Prior to the first use of the building as a theatre, the development hereby approved shall achieve 'Secured by Design' accreditation awarded by the Havering Metropolitan Police Crime Prevention Design Adviser (CPDA) on behalf of the Association of Chief Police Officers (ACPO). No part of the development hereby approved shall be used as a theatre until accreditation has been achieved. Reason: To promote the use of security standards and crime prevention, in accordance Policy 26 of the Havering Local Plan (2021).
