1.The proposed BT Hub as a result of its height, scale and inappropriate siting would result in visual clutter in the streetscene to the detriment of the visual amenity of the locality, and will also adversely affect the setting of the adjoining listed building, failing to preserve or enhance the character and appearance or setting of the adjoining Salem Church Grade II Listed Building and therefore the proposal is considered contrary to the implementation of Policies of the Havering's Local Plan Policies 26 and 28, the National Planning Policy Framework 2021 and Section 66 of the Planning (Listed Buildings and Conservation Areas) Act 1990.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with paragraph 38 of the National Planning Policy Framework, improvements required to make the proposal acceptable were negotiated with Mr M Brown (agent) by email on 22/10/21 and 23/11/21. The revisions involved an alternative location. The revisions were not forthcoming and in order not to delay further the determination of the application, no more negotiations were attempted.
