1.The retrospective change of use from a C3 dwelling to use as Class E Office space has resulted in the loss of a three bedroom family dwelling, which has a significant adverse impact on the supply of family housing within the Borough, a form of housing for which there is a clear identified need within the Borough, contrary to Policy 3 of the Havering Local Plan and Policy H1 of the London Plan.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to First Homes Ltd via email on 2nd December 2025.
