| 1. | There is not an identified need within the borough for new supported living provisions and therefore the proposed change of use would be contrary to Policy 6(i) of the Local Plan. |
| 2. | The proposed change of use, by virtue of its scale including proposed occupancy/levels of staffing, would result in undue harm to the residential amenity of neighbouring occupiers through noise, disturbance and general activity arising from comings and goings and the turnover of staff and residents in a manner distinguishable from the use of the property as a single dwelling house. The proposal would therefore be contrary to Policies 6(viii), 7 and 34 of the Local Plan, Policy H12 of the London Plan as well as the objectives of the NPPF. |
