| 2. | The proposed external staircase would create a potential for overlooking of the land adjacent to the application site which would in turn inhibit the potential development of this site for the residential land-use contrary to Policies ENV1 of the Havering Unitary Development Plan as well as Policy DC61 of the Core Strategy and Development Control Policies Submission DPD. |
