1.The proposed change of use would, by reason of its location and relationship to nearby sensitive receptors, result in an unsatisfactory relationship by way of noise and disturbance which would be to the detriment of the amenity and living conditions of neighbouring occupiers. The proposed development is therefore contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies DPD.
2.The proposed change in hours of operation would generate activity and vehicle movement within the early evening which would lead to increased vehicular movement to and from the site and accordingly increased demand for on street parking, where there is existing levels of parking stress. The increased competition for on street parking would be to the detriment of neighbouring residents thereby contrary to Development Control Policies Development Plan Document Policies DC33 and DC61.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent in writing 10-04-2019.
