| 2. | The proposed development would result in an unacceptable intensification of residential use on this plot and lead to a cramped over-development of the site. The proposal would therefore be harmful to the character of the area and adjoining residential amenity, contrary to Policy ENV1 of the Havering Unitary Development Plan. |
