| 1. | The development to which this permission relates must be commenced not later than three years from the date of this permission.
Reason:-
To comply with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004). |
| 2. | The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans (as set out on page one of this decision notice).

For the avoidance of doubt and to ensure that the development is carried out as approved. |
| 3. | All waste handling and storage activities shall be carried out within fully enclosed buildings or sealed containers. No waste shall be stored in the open air at any time.
Reason:-
To safeguard the visual amenity of the area and to prevent environmental harm, including odour and litter, in accordance with Policy 7 of the Havering Local Plan. |
| 4. | The operation of the healthcare waste management facility shall be carried out in full compliance with the relevant Environment Agency permits and licensing requirements. Evidence of such compliance shall be made available to the Local Planning Authority upon request.
Reason:-
To ensure the facility operates safely and in accordance with environmental regulations, in line with national waste policy and Policy 35 of the Havering Local Plan. |
| 5. | Prior to the use of the development hereby approved, details of secure, covered cycle parking facilities for a minimum of 10 bicycles (based on 1 space per 2 staff) shall be submitted to and approved in writing by the Local Planning Authority. The approved facilities shall be installed prior to first occupation of the development and shall be retained and maintained thereafter for the duration of the use.

To promote sustainable modes of transport and ensure adequate cycle parking provision in accordance with Policy T5 of the London Plan and Policy 24 of the Havering Local Plan. |
| 6. | The parking spaces, including electric vehicle charging points, shall be retained and maintained for the lifetime of the development.
Reason:-
To ensure adequate parking provision, including electric charging points, in line with sustainable transport objectives and in accordance with Policy T6 of the London Plan and Policy 24 of the Havering Local Plan. |
| 7. | The Local Planning Authority has acted positively and proactively in determining this application by assessing the proposal against all material planning considerations, including planning policies and any representations which were received. It subsequently determined to grant planning permission in accordance with the National Planning Policy requirement that applications for sustainable development are approved where possible. A detailed analysis of the scheme is set out in the report on the application prepared by officers. |
