1.The proposed replacement of windows and doors, including grey aluminium units, would fail to preserve the character and appearance of the Gidea Park Conservation Area, resulting in harm to its significance. In addition, insufficient information on the age, condition, and detailed profiles of the existing openings prevents a full assessment of the impact. The proposal is therefore contrary to Section 72(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990, the NPPF, Policies 26 and 28 of the Havering Local Plan (2016-2031), Policy HC1 of the London Plan and the guidance in the Gidea Park Conservation Area Appraisal and Management Plan July 2025.
2.The Local Planning Authority has acted positively and proactively in determining this application by assessing the proposal against all material planning considerations, including planning policies and any representations which were received. The Local Authority concluded that the proposals does not comply with the planning policies and guidance. As a result, planning permission has been refused. Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal was given to Mr Sinclair via email on 26th November 2025.
