1.	The high fencing would unacceptably enclose part of the front garden and would set an undesirable precedent, detrimental to the open and verdant character of the Gidea Park Conservation Area. The proposal would neither preserve or enhance the character and appearance of the Gidea Park Conservation Area and is therefore contrary to Policies 7, 26 and 28 of the Havering Local Plan Adopted November 2021 and Section 10 of the Residential Extensions and Alterations Supplementary Planning Document Adopted 2011.

Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was necessary to issue a decision as close to the statutory timeframe as possible as opposed to seeking amendments which would have significantly delayed the application.
