| 1. | The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans (as set out on page one of this decision notice).
Reason:-
For the avoidance of doubt and to ensure that the development is carried out as approved. |
| 2. | The car parking provision as indicated on drawing No. 1720/05 Revision G shall remain unobstructed and permanently available for use, unless otherwise agreed with the Local Planning Authority.
Reason:-
To ensure that car parking accommodation is made permanently available to the standards adopted by the Local Planning Authority in the interest of highway safety. |
| 3. | The proposals should maintain a 2.1 by 2.1 metre pedestrian visibility splay on either side of the proposed access, set back to the boundary of the public footway. There should be no obstruction or object higher than 0.6 metres within the visibility splay.

| 4. | Any trees or plants which within a period of 5 years from completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of a similar size and species, unless otherwise agreed in writing by the local Planning Authority.
Reason:-
To ensure that the development achieves a satisfactory level of landscape quality. |
| 5. | The boundary fencing shall be retained in accordance with Drawing No. 1720/05 Revision G.
Reason:
To protect the visual amenities of the development and prevent undue overlooking of adjoining property. |
| 6. | Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015, no window or other opening (other than those shown on the submitted and approved plan,) shall be formed in the flank wall(s) of the building(s) hereby permitted, unless specific permission under the provisions of the Town and Country Planning Act 1990 has first been sought and obtained in writing from the Local Planning Authority.
Reason:-
In order to ensure a satisfactory development that will not result in any loss of privacy or damage to the environment of neighbouring properties which exist or may be proposed in the future. |
| 7. | Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended), no development shall take place under Class A, B, C, D and E unless permission under the provisions of the Town and Country Planning Act 1990 has first been sought and obtained in writing from the Local Planning Authority.
Reason:-
In the interests of amenity and to enable the Local Planning Authority to retain control over future development. |
| 8. | The ground floor windows serving en-suites and bathrooms on the south east and north west flanks of the dwellings in Plots 1, 2 and 3 as shown on Drawing No. 1720/03 Revision D and 1720/04 Revision D shall be permanently glazed with obscure glass not less than level 4 on the standard scale of obscurity and shall thereafter be maintained.

| 9. | Within three months of the date of this decision notice, the casements of the four flank windows located between No.'s 1, 2 and 3 Odesia Close (serving en-suites and/or bathrooms) shall be amended to be fitted with top hung hinges and restrictors to open only 100mm in accordance with the approved plans including Drawing No.'s 1720/03 Revision D and 1720/04 Revision D and the restrictor hinge information and be permanently retained thereafter.
Reason: To protect neighbouring amenity and to prevent undue overlooking and loss of privacy. |
| 10. | Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with paragraph 38 of the National Planning Policy Framework, improvements required to make the proposal acceptable were negotiated with Form Architecture Ltd via email on 30th April, 6th May and 8th September 2026. The revisions involved altering the four flank windows between No.'s 1-3 Odesia Close to fit them with top hung hinges and restrictors. The amendments were subsequently submitted on 11th May and 9th September 2026. |
