1.The formation of a dwelling in this location of the scale, bulk, mass and design concept sought would compete with and detract from the special character of the adjacent Grade II Listed Blue Boar Hall and wider Conservation Area, in particular views from across the green. Loss of the open space and dense tree cover next to the listed building is also considered a negative change to the rural character and appearance of the Conservation Area. The scheme would therefore fail to contribute positively to the local character and distinctiveness, as required by Paras 203(c), would lead to less than substantial harm not outweighed by public benefit Paras 206/208 of the Framework. Accordingly the proposals would be contrary also to Havering Local Plan Policies 26 and 28, London Plan Policy HC1 and the objectives of the Planning (Listed Buildings and Conservation Areas) Act 1990 (in particular sections 66 and 72).
2.The proposals, if granted planning permission on appeal and if not exempt, would be liable for the Mayor of London and Havering Community Infrastructure Levy (CIL). Based upon the information supplied with the application, the Mayoral CIL payable would be £5,375 based on the calculation of £25.00 per square metre and the Havering Community Infrastructure Levy (HCIL) would be a charge of £26,875 based on calculation of £125 per square metre. 3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the applicant/agent in writing 22-11-2024
