| 1. | The proposed development would, by reason of the substandard level of unit proposed in terms of its inability to provide adequate and functional private amenity space to the unit, poor level of outlook to the ground floor habitable and amenity area; as well as failing to provide a safe, secure and convenient access to the unit from the street, have a significant adverse impact on the amenity of future occupants, which would unacceptably impact on their living condition. The proposal therefore fails to accord with Policies 7, 9, 10, 26 and 34 of the Havering Local Plan 2021, Policy D6 of London Plan 2021. and the NPPF. |
| 2. | The Local Planning Authority has acted positively and proactively in determining this application by assessing the proposal against all material planning considerations, including planning policies and any representations which were received. The Local Authority concluded that the proposals does not comply with the planning policies and guidance. As a result, planning permission has been refused. Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was necessary to issue a decision as close to the statutory timeframe as possible as opposed to seeking amendments which would have significantly delayed the application.
