1.The proposed development in the form of the front boundary wall, gates and railings, would by reason of its design, height and position close to the property boundary form an unacceptably dominant and visually intrusive feature, harmful to the appearance of the street scene and detracting from the open character of the surrounding area, contrary to the Policy 26 of Havering Local Plan, Policy D4 of the London Plan and London Borough of Havering Residential Extensions and Alterations and Emerson Park Policy Area Supplementary Planning Documents.
2.The proposed first floor rear extension, by reason of its roof design, excessive scale, bulk, mass and top heavy appearance would appear as an unacceptably dominant and visually intrusive feature in the rear garden environment harmful to the appearance of the surrounding area contrary to Policy 26 of the Havering Local Plan, D4 of the London Plan, Emerson Park Policy Area and the Residential Extensions and Alterations Supplementary Planning Documents.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Mrs Murray (Agent) by e-mail on 26th October 2023.
