1. | The change of use of the ground floor commercial unit from Class E(a) (Pharmacy) to Mixed Use Sui Generis (Cafe, Drinking Establishment and Lounge), by reason of its location and relationship of the unit to nearby sensitive receptors (in particular residential properties above), results in an unsatisfactory relationship by way of noise, disturbance and odour which is detrimental of the amenity and living conditions of these neighbouring occupiers. The change of use is therefore contrary to Policy 14 of the Local Plan. |
