1.Notwithstanding the provisions of the Town and Country Planning (Use Classes) Order 1987, as amended, the building hereby permitted shall be used solely as office, prayer/education and meeting/social facilities and for no other purpose(s) whatsoever including any other use in Class F1 of the Order, unless otherwise agreed in writing by the Local Planning Authority. Reason:- To restrict the use of the premises to one compatible with the surrounding area and to enable the Local Planning Authority to exercise control over future use not forming part of this application.
2.Until 31 December 2027 the premises shall not be used outside the following hours: 06:00 - 21:30 2nd December 2024 to 28 February 2025 04:00 - 23:30 1st March 2025 to 30 September 2025 06:00 - 21:30 1st October 2025 to 28 February 2026 04:00 - 23:30 1st March 2026 to 30 September 2026 06:00 - 21:30 1st October 2026 to 28 February 2027 04:00 - 23:30 1st March 2027 to 30 September 2027 06:00 - 21:30 1st October 2027 to 31 December 2027 and during the Month of Ramadan 04:00 - 00:30 28th February to 30 March 2025 04:00 - 00:30 17th February to 18th March 2026 04:00 - 00:30 7th February to 8th March 2027 From the 1 January 2028 the premises shall not be used outside the following hours of 7am - 9.30pm Mondays to Sundays and at no other time without the prior consent in writing of the Local Planning Authority. Reason:- To enable the Local Planning Authority to retain control in the interests of amenity, and in order that the development accords with Local Plan policies 23, 23 and 34.
3.No amplified music or speech shall be relayed on the site including within the building unless details and specifications of the equipment has first been submitted and agreed in writing by the Local Planning Authority. Reason:- To protect residential amenity, and in order that the development accords with Local Plan policy 34.
4.The use of the premises during the hours hereby permitted shall be in strict accordance with the measures set out in the accompanying Car Park Management Plan, produced by Mayer Brown, dated March 2018, unless otherwise agreed in writing by the Local Planning Authority. Notwithstanding the further measures stated at sections 3.12 to 3.16 of the Car Park Management Plan, the Centre's Traffic Marshalls/Parking Attendants shall ensure those attending the Centre must park considerately and ensure that the residents parking is not obstructed. Reason:- To protect residential amenity, and in order that the development accords with Local Plan Policies 23 and 34, London Plan (2021) Policies T2 and T4.
5.Statement Required by Article 35(2) of the Town and Country Planning (Development Management) Order 2015: No significant problems were identified during the consideration of the application, and therefore it has been determined in accordance with paragraph 38 of the National Planning Policy Framework.
6.Transport for London (TfL) is the traffic authority for Waterloo Road which forms part of the Strategic Road Network (SRN). TfL have advised that the footway and carriageway must not be blocked during the development. All vehicles associated with the development must only park / stop at permitted locations and within the time periods permitted by existing on-street restrictions.
