1.	The proposed development would, by reason of its size, scale, excessive height and footprint, have an adverse impact in the rear garden environment to the detriment of the special character and appearance of the Gidea Park Conservation Area. The development sought is therefore contrary to Policies Plan 26 and 28 of the Havering Local Plan (2016-2031), the Heritage Supplementary Planning Document, the Residential Extensions and Alterations Supplementary Planning Document and the objectives of the National Planning Policy Framework 2024.

Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy and absence of any pre-application advice being sought, a decision was taken to proceed to determination as submitted, enabling the applicant to exercise the right to appeal if so desired.
