1.The addition of a first floor to the dwelling would, by reason of its height, scale, bulk, mass and siting, appear incongruous, dominant and visually intrusive in the streetscene harmful to the character and appearance of the surrounding area contrary to Policy 26 of the Havering Local Plan, Policy D4 of the London Plan and the Residential Extensions and Alterations Supplementary Planning Document.
2.The cumulative impact of the addition of a first floor and the single storey side/rear extension would, by reason of their height, scale, bulk, mass, siting and position close to the boundaries of the site, combined with the change in ground levels, appear an overbearing, dominant and visually intrusive feature in the rear garden environment harmful to the amenity of neighbouring properties that back onto the site in Abbs Cross Lane, particularly No. 109 Abbs Cross Lane, including a loss of outlook and an increased sense of enclosure, contrary to Policies 7 and 26 of the Havering Local Plan, D4 of the London Plan, the Residential Extensions and Alterations Supplementary Planning Document and the National Planning Policy Framework.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to SK Architects via email on 3rd December 2024.
