1.The proposed first floor rear extension, in combination with the existing unlawful rear dormer and first floor extensions, by reason of their cumulative size, scale, design, and bulk, would result in significant harm to the character and appearance of the site and the surrounding area and appear as an incongruous and visually harmful form of development. As such the proposed development is contrary to Policy 26 of the Havering Local Plan (adopted 2021) and the Residential Extensions and Alterations Supplementary Planning Document (2011).
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with paragraph 38 of the National Planning Policy Framework, improvements required to make the proposal acceptable were discussed with the agent. Following further consideration, it was decided that this application should be refused as the issues of concern were not sufficiently overcome.
