1.The enclosure of the front forecourt and use of the front area for seating, by reason of its depth, extent of site coverage and degree of permanence, gives rise to a visually intrusive and overbearing form of development, detrimental to the aesthetic of the host premises, wider parade and consequently the wider street scene, contrary to Policies 13 and 26 of the Havering Local Plan as well as Paragraph 135 of the NPPF which requires development add to the overall quality of the area and be sympathetic to local character.
2.The proposed extension of operating hours on Bank and Public Holidays would, by reason of its location and relationship to nearby sensitive receptors, result in an unsatisfactory relationship by way of noise and disturbance, which would be to the detriment of the amenity and living conditions of neighbouring occupiers contrary to Policies 7, 13, 14 and 34 of the Havering Local Plan, Policies D14 and HC6 of the London Plan and the National Planning Policy Framework.
3.In the absence of sufficient information regarding noise and mitigation for the extract system, the extraction fan is materially harmful to the amenity of neighbouring properties, including noise, contrary to Policies 7, 14 and 34 of the Havering Local Plan, Policy D14 of the London Plan and the National Planning Policy Framework.
4.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Tech Engineering (UK) Ltd via email on 14th August 2025.
