1.The proposed boundary wall with railings and gate would, by reason of its height, be harmful to the appearance and openness of the street scene contrary to Policy 7 and 26 of the Havering Local Plan and the Residential Extensions and Alterations Supplementary Planning Document.
2.The proposed development, by reason of the position of the vehicular entrance on the boundary of the site prevents direct access to the front drive. That is to say cars turning onto the front drive would have to wait partly on the road and partly on the outside the gate, thereby hindering the free flow of traffic or cause potential hazards to the both pedestrian and vehicles using this part of the road, contrary to policy 23 of the local plan which aims to improve road safety in the borough. The inadequate on-site car parking provision would result in unacceptable overspill onto the adjoining roads to the detriment of highway safety and residential amenity and contrary to Policies TRN2 and TRN18 of the
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was necessary to issue a decision as close to the statutory timeframe as possible as opposed to seeking amendments which would have significantly delayed the application.
