| 1. | This site is located within an area identified in the LDF Core Strategy and Development Control Policies Development Plan Document as Metropolitan Green Belt. The LDF and Government Guidance as set out in the NPPF states that inappropriate development should only be approved in very special circumstances. The proposed replacement dwelling would be materially larger than the one to which it is seeking to replace and accordingly is considered to represent inappropriate development. Inappropriate development is by definition harmful to the Green Belt and no very special circumstances have been advanced that clearly outweigh this and other identified harms. Accordingly, the proposal is considered contrary to Policy DC45 of the LDF Core Strategy and Development Control Policies Development Plan Document and the provisions of the NPPF. |
| 2. | The proposed development would be detrimental to the openness of the Green Belt and would conflict with the purposes of including land in the Green Belt. The proposal would therefore constitute inappropriate Green Belt development, and in the absence of very special circumstances that clearly outweigh the harm to the Green Belt, by reason of inappropriateness and other harm, the proposal is considered to be contrary to the guidance contained in the National Planning Policy Framework. The proposed dwelling would by reason of its scale, bulk, mass and general design, in context of the constraints of the application site and its proportions relative to the surrounding locality the proposed dwelling, be harmful to the existing street-scene and local character contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies Development Plan Document. |
| 3. | In the absence of a legal agreement to secure contributions towards the demand for school places arising from the development, the proposal fails to satisfactorily mitigate the infrastructure impact of the development, contrary to the provisions of Policies DC29 and DC72 of the Development Control Policies DPD and Policy 8.2 of the London Plan. |
| 4. | Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent in writing 11-10-2017. |
