1.The cumulative impact of the height, scale, bulk and mass of the proposal combined with the siting of the existing dwelling would appear as an unacceptably dominant and visually intrusive feature in the street scene harmful to the appearance of the surrounding area contrary to Policy 26 of the Havering Local Plan, D4 of the London Plan, Emerson Park Policy Area and the Residential Extensions and Alterations Supplementary Planning Documents.
2.The cumulative impact of the existing dwelling and proposed development with its position close to the boundary of the site would harm outlook, provide a loss of light and appear dominant as well as being an intrusive and un-neighbourly development, which would have an adverse effect on the amenity of adjacent neighbours contrary to the Residential Extensions and Alterations Supplementary Planning Document and Policies 7 and 26 of the Local Plan.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Mr Breden (Agent) by e-mail on 06-11-23.
