1.In the absence of sufficient information with regard to the retention and means of protection of existing trees and landscaping during construction, the Local Planning Authority cannot be satisfied that the impact of the development on existing landscaping features is acceptable, contrary to Policy 27 of the Havering Local Plan.
2.The Local Planning Authority notes that information supplied with the application includes supporting documents intended to discharge conditions pursuant to the outline planning consent reference P0452.22. Discharge of conditions is not explictly referred to in the description of development, however the applicant is informed that the information submitted is not considered sufficient to discharge all of the conditions referred to, with particular reference to condtiions 7, 11, 13, 14 and 23 and these should be subject of a separate application for condition discharge.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the Agent via email on 7th Feb 2023.
