| 1. | The proposed change in the wording of the condition as suggested would remove the requirement for the facility to be provided by a housing society or similar and is considered likely to give rise to conditions that could result in the loss of a community facility. In the absence of details satisfactorily demonstrating that the loss of this facility for the current intended purposes would not be prejudicial to the local community, the proposal is contrary to Policies CP2 and DC27 of the Local Development Framework Core Strategy and Development Control Policies Development Plan Document, Policy 16 of the Havering Proposed Submission Local Plan and Policy S1 of the London Plan. |
