1.The proposed development is considered to be inappropriate development in the Green Belt, while no very special circumstances exist, so the proposed development is contrary to the NPPF (2012) Sec.9, London Plan (2017) Policy 7.16, DPD (2008) Policy DC45.
2.The proposed development would cause less than substantial harm to the significance of the Cranham Conservation Area, without providing sufficient public benefit, contrary to NPPF (2012) Sec.12, London Plan (2017) Policy 7.8, DPD (2008) Policy CP18 and Heritage SPD (2011). The proposed development would also cause less than substantial harm to the significance of the Cranham Conservation Area, as it would involve: the demolition of a building that makes a positive contribution to the character or appearance of the area, contrary to NPPF (2012) Sec.12, London Plan (2017) Policy 7.8, DPD (2008) Policy DC68, and Heritage SPD (2011).
3.The proposal, if granted planning permission on appeal, would be liable for the Mayor of London Community Infrastructure Levy (CIL). Based upon the information supplied with the application, the CIL payable would be £3,200.00. Further details with regard to CIL are available from the Council's website.
4.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification that the application was unacceptable and the reason(s) for it was given to Mr Nicholson via email on 23 March 2018.
