1.The proposed boundary enclosure, by reason of its design, height and materials used, would be a visually intrusive and incongruous form of development that adds significant visual clutter to the streetscene, out of keeping with the prevailing open character of development locally and detrimental to character and appearance of the Gidea Park Conservation Area. As a result, the proposed development is contrary to Policy 26 and 28 of the Havering Local Plan (adopted 2021), Policy D1 and D4 of the London Plan (2021) and the Residential Extensions and Alterations Supplementary Planning Document (2011).
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy a decision was made on the application, which will enable the applicant to exercise a right of appeal if they so wish.
