1.The single storey rear extension, by reason of its length, height and proximity to the boundary of the site with no.61 Suttons Lane,and its resultant degree of visibility above the fence line and within the neighbouring rear garden environment, combined with the inappropriate and poor choice of external materials, which further exacerbate the adverse visual impacts of the development, results in development which is materially harmful to the amenity of the neighbouring property at no. 61 Suttons Lane,contrary to Policy DC61 of the Havering Core Strategy and Development Control Policies DPD 2008, as well as the Residential Extensions and Alterations SPD, and the Residential Design SPD.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy and the retrospective nature of the application, it was necessary to issue a decision as close to the statutory timeframe as possible as opposed to seeking amendments which would have significantly delayed the application.
