1.The development would result in the irrevocable loss of a community facility and offers no replacement provision. The harm arising from this loss would significantly and demonstrably outweigh the potential benefit associated with additional housing delivery. As such, the proposal is contrary to Policy DC27 of both the Local Development Framework and the NPPF 2018.
2.The proposed development would, by reason of its irregular and cramped design, establish a terrace which lacks functionality and fails to ensure the provision of suitable external amenity space. The overdeveloped and inefficient site layout is exacerbated by potential for excessive noise and disturbance to residents. This scheme would be detrimental to the living conditions and amenity of the property's future occupiers contrary to Policies DC55, DC61of the LDF Core Strategy and Development Control Policies DPD, the Residential Design SPD and Policy 7.4 of the London Plan.
3.The proposed development would, by reason of parking, refuse and cycle storage arrangement, fail to respect the character and appearance of the locality. It is considered that the layout will appear as an out of keeping and visually intrusive addition to the streetscene, harmful to the appearance of the surrounding area contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies DPD.
4.In the absence of a legal agreement to secure contributions towards the demand for school places arising from the development, the proposal fails to satisfactorily mitigate the infrastructure impact of the development, contrary to the provisions of Policies DC29 and DC72 of the Development Control Policies DPD and Policy 8.2 of the London Plan.
5.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Dandi Passerini via email on 18/01/19.
