1.The site is not located within an appropriate location given the poor public transport accessibility. This would encourage the use of private motor cars and discourage the use of sustainable transportation such as walking and/or cycling. Furthermore, the Council's Site Specific Allocations DPD 2008 identifies the site for residential development, and not for a Class D1 use. The proposal would be contrary to Policies CP8, DC26, DC32, DC34, and DC35 of the Core Strategy and Development Control Policies DPD 2008, and Policy SSA12 of the Site Specific Allocations Development Plan Document 2008.
2.The shortfall in parking and the unworkable and potentially dangerous car park layout would generate significant adverse impact on the safety and and efficiency of the local highway network, as well as pedestrian safety contrary to Policies DC26 and DC33 of the Core Strategy and Development Control Policies DPD 2008.
3.Statement Required by Article 31 (cc) of the Town and Country Planning (Development Management) Order 2010: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal, rather than negotiation, was in this case appropriate in accordance with para 186-187 of the National Planning Policy Framework 2012.
