1.By virtue of the site context and proposed internal layout, noise sensitive uses would be exposed to excessive noise and therefore the scheme is not considered to meet the objectives of policy CP15 of the Core Strategy and Development Control Policies Development Plan Document.
2.Insufficient information has been provided regarding commercial deliveries, hours of operation, licensing arrangements and management of the proposed cafe at ground floor level, to demonstrate that the proposed use would not have a detrimental impact on the safety and amenity of Romford town centre - therefore the proposal is not considered in accordance with policy DC23 of the Core Strategy and Development Control Policies Development Plan Document.
3.Insufficient information has been provided regarding servicing arrangements for the cafe, hotel food and beverage services, commercial laundry and general hotel operation to demonstrate that adequate servicing arrangements would be made, therefore the proposal does not accord with policy DC36 of the Core Strategy and Development Control Policies Development Plan Document.
4.The proposed intensity of use would result in mechanical, electrical, extraction and access equipment being visible from the exterior of the site, harming the historic character of the building and therefore is not considered in accordance with policies CP18 and DC67 of the Core Strategy and Development Control Policies Development Plan Document.
5.The proposed development would, by reason of its height, bulk and mass, appear as an unacceptably dominant and visually intrusive feature in the street scene harmful to the appearance of the surrounding area contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies DPD.
6.The proposed materials and architectural details are not in keeping with the historic character of the building and therefore the proposal is not considered to support Policy 7.8 of the London Plan and DC67 of the LDF Core Strategy and Development Control Policies DPD.
7.Insufficient information has been provided to demonstrate that the proposed development would be safe, secure and resilient to emergencies including as a result of fire and flood hazards - the proposal is therefore not considered in accordance with the objectives of policy 7.13 of the London Plan.
