1.The proposed development would by reason of the overall bulk, mass, scale and design of the excessively large rear dormer, appear dominant, incongruous, thereby causing visual harm to the character and appearance of the host dwelling and the surrounding area. As such, the proposal is contrary to Havering's Residential Extensions and Alterations SPD (adopted 2011) and Policy DC61 of the LDF Core Strategy and Development Control Policies DPD (adopted 2008).
2.The proposed development by reason of being built to the common boundary would have an intrusive and overbearing impact upon the amenity of the neighbour at no. 70 Sowrey Avenue, contrary to Havering's Residential Extensions and Alterations SPD (adopted 2011) and Policy DC61 of the LDF Core Strategy and Development Control Policies DPD (adopted 2008).
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent, Ivan Jaffa via email on 24/09/21
