1.The existing metal shutter, by reason of its excessive height, appearance and position hard up against the back edge of the footway, particularly as seen in conjunction with the the existing extension to the building, appears as an unacceptably dominant and visually intrusive feature in the street scene, poorly scaled in relation to both the flank wall of the existing building of the business and the low rise character of the adjacent residential area harmful to the character of the street scene contrary to policies 7 and 26 of the Havering Local Plan.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with paragraph 38 of the National Planning Policy Framework, improvements required to make the proposal acceptable were negotiated with the agent via email on 24/11/2023. The revisions involved reducing the height of the metal shutter to 2.7m. The applicant declined to make the suggested revisions.
