| 1. | The proposed development and scale of the business arising from the increased floor area and resultant increase in number of covers, would give rise to a further intensification of the existing use, which would be detrimental to the amenity of surrounding neighbouring occupiers, in particular those in Berther Road, by way of increased comings and goings, noise and disturbance from customers and vehicular activity, particularly during the evening, thereby contrary to Havering Local Plan Policies 14 and 34, the objectives of the London Plan and Para 135 of the Framework which amongst other considerations requires a high standard of amenity for existing and future users. |
| 2. | The proposed development and scale of the business arising from the increased floor area and resultant number of covers, would be likely to give rise to further vehicular activity and demand for parking in the vicinity of the site, which would be detrimental to the amenity of surrounding neighbouring occupiers by exacerbating further existing parking stress, increased competition for limited on-street parking in surrounding roads and detrimental to highway and pedestrian safety thereby contrary to Havering Local Plan Policies 14 and 24, London Plan T6 and in the absence of any evidence otherwise Para 116 of the Framework. |
