| 1. | The development hereby permitted shall not be carried out otherwise than in complete accordance with the following approved plans:
LIVARCH/54HA/102 ISSUE B, LIVARCH/54HA/104 ISSUE B & LIVARCH/54HA/105.

For the avoidance of doubt and to ensure that the development is carried out as approved and is compliant with development plan policy. |
| 2. | The area set aside for car parking in front of the converted garage as shown on drawing no. LIVARCH/54HA/104 ISSUE B shall be retained permanently thereafter for the accommodation of vehicle parking and shall not be used for any other purpose.
Reason:-
To ensure that car parking accommodation is made permanently available to the standards adopted by the Local Planning Authority in the interest of highway safety. |
| 3. | Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 the converted garage hereby permitted shall be used only for purposes incidental to the enjoyment of the dwelling house and not for any trade or business nor as living accommodation.
Reason:-
To restrict the use to one compatible with a residential area. |
| 4. | Within two months of the date of this permission, the window on the rear elevation serving the gymnasium as shown on drawing no. LIVARCH/54HA/102 ISSUE B shall be permanently glazed with obscure glass not less than level 3 on the standard scale of obscurity and thereafter be maintained and permanently fixed shut to the satisfaction of the Local Planning Authority and in line with condition No.1 of P0451.07.

| 5. | The converted garage hereby permitted shall not be arranged or disposed of as a separate unit of residential accommodation from the use of the main dwelling.
Reason:-
In order that the converted garage approved remains incidental to the main dwelling and that the development accords with the Havering Local Plan. |
| 6. | The garden area shall not be sub-divided at any time.
Reason:-
In order that the annex approved remains ancillary to the main dwelling. |
| 7. | Positive and Proactive Statement
The Local Planning Authority has acted positively and proactively in determining this application by assessing the proposal against all material planning considerations, including planning policies and any representations which were received. It subsequently determined to grant planning permission in accordance with the National Planning Policy requirement that applications for sustainable development are approved where possible. A detailed analysis of the scheme is set out in the report on the application prepared by officers. |
