1. | The site is within the area identified as Metropolitan Green Belt. The Local Development Framework as set out in the London Borough of Havering's LDF Core Strategy and Development Control Policies Development Plan Document 2008, together with Government Guidance as set out in the National Planning Policy Framework 2018 state that in order to achieve the purposes of the Metropolitan Green Belt, any planning proposal should prevent urban sprawl by keeping land open; the essential character of Green Belts are their openness and permanence. The change of use of part of the site for car sales does not preserve the openness and permanence of the Green Belt, and as such is considered to be inappropriate and harmful in principle to the Green Belt. There are no "very special circumstances" advanced that would outweigh the identified harm. The proposal is therefore contrary to Policies CP14 and DC45 of the London Borough of Havering's LDF Core Strategy and Development Control Policies Development Plan Document 2008, as well as the provisions of the National Planning Policy Framework 2018. Further, the retention of the use of the site for car sales does not constitute sustainable development, in terms of the economic, social and environmental objectives as set out in the National Planning Policy Framework 2018. |
2. | The change of use of part of the site for car sales has a materially adverse impact on the openness, permanence and rural character of the Green Belt contrary to the implementation of Policies CP14 and DC45 of the London Borough of Havering's LDF Core Strategy and Development Control Policies Development Plan Document 2008, and the National Planning Policy Framework 2018. |
