1.The cumulative impact from the existing and proposed first floor rear extensions by reason of their excessive width, depth, scale, bulk , mass and "top heavy appearance" would appear as an unacceptably dominant and visually intrusive feature in the rear garden environment harmful to the appearance of the host property and surrounding area contrary to Policy 26 of the Havering Local Plan, D4 of the London Plan, the Emerson Park Policy Area SPD and the Residential Extensions and Alterations Supplementary Planning Document and also Paragraph 135 of the NPPF which amongst other considerations requires fundamentally that development add to the overall quality of the area whilst also establishing or maintaining a strong sense of place.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Mr Wasti (Agent) by e-mail on 31/12/24.
