1.The proposed dwelling, by reason of its restricted width and disproportionate scale relative to the host terrace, combined with its projection forward of the established building line, represents a cramped and discordant form of development. The proposal fails to respect the architectural rhythm and uniform character of the street scene, contrary to Local Plan Policies 7 and 26 as well as Paragraph 135(d) of the NPPF which requires fundamentally that development add to the overall quality of the area whilst also establishing or maintaining a strong sense of place.
2.The proposed vehicular crossover and driveway to the front of the site would, by reason of its proximity close to the nearby junction, result in an unsatisfactory parking arrangement which would be detrimental to safety of pedestrians and other road users, contrary to London Plan Policies T4 and T6, the Havering Residential Extensions and Alterations SPD and Domestic Vehicle Dropped Kerb Policy April 2023.
3.In the event that this application is allowed through the appeals process the proposals would be liable for the following CIL contributions: Mayoral CIL (MCIL2) contribution of £1,800 Havering CIL (HCIL) contribution of £9,000 Each contribution would be subject to indexation.
4.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, and the fact that the applicant submitted a scheme directly contradicting pre-application advice (Ref: W0052.25), it was necessary to issue a decision as close to the statutory timeframe as possible as opposed to seeking amendments which would have significantly delayed the application.
