1.The proposed annexe, by virtue of its excessive footprint and internal layout which would allow for independent living, is contrary to the London Borough of Havering's Adopted Residential Extensions and Alterations SPD 2011. The proposal is therefore not supported in principle.
2.The proposed annexe would, by reason of its excessive design, depth, height and position close to the boundaries of the site, be a dominant and incongruous addition which would have a detrimental impact on the openness of the rear gardens and would erode from the visual amenity of the site, contrary to Policy DC61 of the London Borough of Havering LDF Core Strategy and Development Control Policies DPD 2008.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reasons for it was given to the agent via email on 24/01/2019
