| 1. | The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans (as set out on page one of this decision notice).

For the avoidance of doubt and to ensure that the development is carried out as approved. |
| 2. | Within a period of six months details of cycle parking/storage shall be submitted to and approved in writing by the Local Planning Authority. Those measures as agreed shall then be implemented within a period of three months and thereafter maintained permanently.
Reason: Insufficient information has been supplied with the application to demonstrate what facilities will be available for cycle parking. Submission of this detail prior to occupation is in the interests of providing a wide range of facilities for non-motor car residents and sustainability. |
| 3. | Within a period of six months from the date of this decision, the roof-light installed in the north facing roof slope shall be fitted with obscure glass not less than level four on the standard obscurity scale and shall be fixed shut and non-opening for the life of the development.
Reason: In the interests amenity and so as not to unduly prejudice the redevelopment of adjoining sites. |
| 4. | Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: No significant problems were identified during the consideration of the application, and therefore it has been determined in accordance with paragraphs 186-187 of the National Planning Policy Framework 2012. |
| 5. | The proposal is liable for the Mayor of London Community Infrastructure Levy (CIL). The Mayoral CIL levy rate for Havering is £25 and is chargeable for each additional square metre of residential gross internal [floor] (GIA). Based upon the information supplied with the application, £75.00 would be payable due to result in a new residential property with 3sqm of GIA, however this may be adjusted subject to indexation.
The proposal is also liable for Havering Council's CIL on the basis that the education contribution payment has not been evidenced. This would apply to the entire floor area (114sqm) Havering's CIL charging rate for residential is £125 (Zone A) for each additional square metre of GIA. Based upon the information supplied with the application, £14,250 would be payable, subject to indexation.
These charges are levied under s.206 of the Planning Act 2008. CIL is payable within 60 days of commencement of development. A Liability Notice will be sent to the applicant (or anyone else who has assumed liability) shortly and you are required to notify the Council of the commencement of the development before works begin.
