1.The proposed development would not demonstrate a suitably high quality living environment for future occupiers, with the arrangement shown symptomatic of a cramped overdevelopment of the site and a low quality residential setting which would be the detriment of the amenity of future occupiers. The development would fail to provide suitable internal spacing, adequate outlook and aspect and would also demonstrate an inadequate provision of usable amenity space and as such the development would give rise to a poor quality living environment contrary to Policy 7 of the Havering Local Plan, Policy D6 of the London Plan 2021 and the guidance within the NPPF.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Spaces Design by e-mail on 05-02-26.
