1.Unless within 6 months of the date of this decision, the approved scheme shown on Drawing No. 22-081/04 Revision C is implemented, all of the hardstanding shall be removed and all materials resulting from the demolition shall be removed. Reason: To ensure that the appearance of the proposed development will harmonise with the character of the surrounding area and comply with Policy 28 of the Havering Local Plan and to ensure that the development is carried out as approved.
2.The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans (as set out on page one of this decision notice). Reason:- For the avoidance of doubt and to ensure that the development is carried out as approved.
3.The hard landscaping to the front, side and rear of the property hereby approved shall be constructed with Marshalls Driveline Priora permeable block paving in Brindle and Charcoal unless otherwise agreed in writing by the Local Planning Authority in accordance with the agent's email dated 14th November 2022. Reason: To ensure that the appearance of the proposed development will harmonise with the character of the surrounding area and comply with Policy 28 of the Havering Local Plan.
4.All planting, seeding or turfing, (including laurel plants) comprised within the scheme shall be carried out in the first planting season and any trees or plants which within a period of 5 years from completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of a similar size and species, unless otherwise agreed in writing by the local Planning Authority. Reason:- Reason: To ensure that the development achieves a satisfactory level of landscape quality.
5.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with paragraph 38 of the National Planning Policy Framework, improvements required to make the proposal acceptable were negotiated with Stephensons via email on 4th November 2022. The revisions involved providing further information regarding the laurel plants in the front garden and the hardstanding. The amendments were subsequently submitted on 28th November 2022.
6.The applicant is advised that the changes to the front boundary wall require separate planning consent. If a planning application is not received promptly, then this matter will be referred to the Council's Enforcement team.
