1.The proposed extensions to the exisitng building would, by reason of their scale and design, appear as an unacceptably dominant and visually intrusive feature in the street scene. The proposal would therefore be materially harmful to the special character of the Gidea Park Conservation Area, contrary to Policies DC61 and DC68 of the LDF Core Strategy and Development Control Policies Development Plan Document, the Residential Design and Heritage Supplementary Planning Documents and Section 12 of the National Planning Policy Framework.
2.The proposal, if granted planning permission on appeal, would be liable for the Mayor of London Community Infrastructure Levy (CIL). Based upon the information supplied with the application, the CIL payable would be £11,300. Further details with regard to CIL are available from the Council's website.
3.Statement Required by Article 31 (cc) of the Town and Country Planning (Development Management) Order 2010: Improvements were required to make the proposal acceptable and suitable amendments were suggested during the course of the application, in accordance with para 186-187 of the National Planning Policy Framework 2012. Modifications were undertaken but these were not considered sufficiant to make the development acceptable.
