1.The proposed part single, part two-storey rear extension, by reason of the bulk, scale mass and depth, would appear as an unacceptably dominant and visually intrusive feature in the rear garden harmful to the character and appearance of the surrounding area contrary to Local Plan Policy 26.
2.The proposed part single, part two-storey rear extension would, by reason of the positioning of its flank windows, cause overlooking and loss of privacy which would have a serious and adverse effect on the living conditions of no. 117 Elmhurst Drive, contrary to Policy 7 of the Local Plan.
3.The applicant has not evidenced satisfactorily that any adverse highways impacts associated with the proposed part single, part two storey rear extension could be mitigated and the development would accordingly be contrary to Local Plan Policy 24 and Policy T6 of the London Plan.
4.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent via e-mail on 26/01/23.
