1. | The proposed change of use, based on the plans submitted, its lack of adequate management arrangements and its relationship with the existing businesses on the premises being unclear, without which the proposals would be considered to result in an unsatisfactory relationship by way of disturbance and inadequate facilities, which would be to the detriment of the amenity of the future occupiers of the college and the continued operation of neighbouring occupiers. The proposed development is therefore contrary to Policies 7 and 19 of the Local Plan 2021. |
2. | The proposed change of use would, by reason of the lack of clarity regarding the available disabled car parking and cycle spaces fails to provide inclusive and sustainable form of transport for the proposed users of the facility, and is therefore contrary to Policies 7, 24 and 35 of the Local Plan and Policies T5 and T6 of the London Plan 2021. |
3. | Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was necessary to issue a decision as close to the statutory timeframe as possible as opposed to seeking additional details/amendments which would have significantly delayed the application. |
