1.The proposed alterations would result in an uncharacteristic crown roof feature which would add significant visual bulk and would introduce an incongruous design feature within the Conservation Area, detrimental to the character of the subject dwelling and wider heritage setting. Further to this the provision of roof-lights to the side facing roof slope of the main dwelling would detract from the architectural quality of the dwelling. As such the development cumulatively would fail to preserve or enhance the character and appearance of the Conservation Area and is therefore, contrary to Section 72(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990 and consequently Policies 26 and 28 of the Havering Local Plan 2016-2031. With regards to the National Planning Policy Framework (2019), the level of harm to the Conservation Area is considered less than substantial, which enacts Paragraph 202. It is not considered that any heritage or public benefit would outweigh the harm identified.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the applicant in writing 15-12-2023
